France allocates 1.2 billion euros to the agricultural, food and forestry transition for the agriculture of tomorrow

Its objectives are to strengthen food sovereignty; accelerate the agroecological transition so that French people have access to healthy, sustainable and local food; and adapting agriculture and forestry to climate change.

The “Agricultural, food and forestry transition” part of the recovery plan is set on 3 objectives: to strengthen food sovereignty; accelerate the agroecological transition so that all French people have access to healthy, sustainable and local food; and adapting agriculture and forestry to climate change. Thus, 1,200 million euros are dedicated specifically to the agricultural and agri-food sectors, to which must be added the transversal measures of the recovery plan that will benefit farmers and agri-food industries, in particular those carried out by the Ministry of Economy and Treasury. and Recovery and Labor, Employment and Integration.

The Covid crisis reminded us of the strategic challenges of food sovereignty, at the European and national level. It has also weakened several agricultural sectors, deprived of points of sale, in particular with the closure of restaurants and bars. But it also reflected the growing interest of the French in short-circuited, healthy and sustainable food. Furthermore, the current year, like the previous ones, has shown the repetition of climatic threats that affect agriculture. On these observations the measures of the recovery plan related to agriculture, food and forestry were built.

Faced with the crisis, the Government and the Ministry of Agriculture and Food launched support plans for the most conflictive sectors from the first months. As a consequence of these measures already in place, the agricultural component of the recovery plan will boost support for the sector and in this sense is fully aligned with the priorities of the Government's recovery plan: ecological transition, competitiveness and cohesion. territorial. It allows a clash of modernization, competitiveness and investment and support for projects led by the territories. It will be an opportunity to build the agriculture of tomorrow, more resilient to climate hazards, to support farmers in the agroecological transition and strengthen our food sovereignty by promoting access for all French to healthier, more local and more sustainable food.

Julien Denormandie: “The Covid-19 crisis has reminded us of the strategic importance of our food chain and our agriculture. With this recovery plan, we are providing the means for our agriculture and those who make it to undertake the reconquest of our food sovereignty. For this, our agriculture must be successful in the agroecological transition. The recovery plan and its € 1.2 billion agricultural component will help farmers, many of whom have already started this transition, towards a more sustainable, environmentally friendly and economically robust model. In the face of growing climate hazards, adapting to the ecological emergency is a matter of independence. The agriculture of tomorrow will only be done with farmers. "

To recover the food sovereignty of France, the plan dedicates 364 million euros.
  • Building our food sovereignty requires an essential measure: the vegetable protein plan, announced by the President of the Republic and endowed with a budget of 100 million euros (which will be complemented with credits from the PIA), to drastically reduce the import of proteins destined for the brood.

  • To guarantee France's food sovereignty, it is also essential to ensure the succession of a new generation of farmers, while 50% of farm managers will retire in the next 10 years. Agriculture and the agri-food sector are hiring a lot and yet are having difficulty hiring. A general public campaign will be launched to promote awareness of the 200 professions and training courses in agriculture and agri-food and the hiring needs.

  • Producing in France is also the opportunity to meet the high demands of French consumers, in favor of safe, healthy and attentive food for the welfare of animals. A modernization plan for slaughterhouses and farms responds to these challenges, strengthening their competitiveness, ensuring respect for animal welfare and investing in biosecurity to reduce exposure to the health crises of tomorrow. But the issue of animal welfare also means supporting the care of abandoned or end-of-life pets, and France holds the sad record for the number of abandoned animals. A shelter plan for abandoned animals and at the end of their life will support the voluntary sector and shelters, also facilitating access to veterinary care. All these measures in favor of the modernization of slaughterhouses and biosecurity in livestock, free range breeding and animal welfare will be endowed with 250 million euros.
Second priority, the acceleration of the agroecological transition is at the service of a healthy, sustainable and local diet for all French people, endowed with 346 million euros for the means of production component and 200 million euros for the food part.

The ecological transition of our agriculture began several years ago and farmers are the actors in this transformation. To support them, the recovery plan provides:
  • Expand the wave of conversion to organic and the certification of High Environmental Value (HVE), maintaining the organic tax credit and the creation of an HVE tax credit, strengthening the Bio Avenir fund, aid for structuring these sectors and a good “carbon footprint ”For young farmers to facilitate their installation.

  • Focus on innovation to reduce the use of phytosanitary products through a premium for the conversion of agricultural equipment in order to allow farmers to invest in more resource-efficient tools, while making French agriculture a more modern and competitive and more profitable for the farmer. The agricultural equipment companies that design and manufacture it will also benefit from an accelerator to develop such agricultural equipment.

  • To promote biodiversity around crops, a “hedge planting! It will support farmers who want to promote biodiversity around their crops and restore hedges. The goal: the planting of 7,000 km of hedges and the sustainable management of 90,000 km of existing hedges.
To give all French people access to healthy, sustainable and local food, the recovery plan covers all places of consumption, both outside and at home. Both make the French aware of these issues in their daily habits while providing farmers with sustainable outlets:
  • A plan to support school canteens in small towns will allow them to equip and train their staff to be able to offer meals with fresh local supplies.

  • Finally, the territories must be the engines of development of this local, sustainable and healthy diet, creating these bridges between farmers and consumers. The Territorial Food Projects (PAT) aim to support this type of initiative: creation of short circuits, fight against waste, good practices, local sectors. The goal is set of at least one PAT per department by 2022.

  • Through the operation "1000 sustainable restaurants" carried out with the Ministry of Europe and Foreign Affairs within the framework of sustainable tourism, it will help to develop or develop 1000 restaurants located in particular in rural communities with less than 20,000 inhabitants. adapt sustainable restoration activities.

  • To support access to these products for the most modest households, the "Shared Gardens" initiative will accelerate its development, in order to support a dynamic that has been in place for several years but that often faces significant initial investments.

  • In the same perspective, the "Baskets fraicheurs" operation will support the actors (purchasing groups or consumer cooperatives, producer shops, associations, etc.) committed to developing access to local products for more modest and isolated citizens.
Finally, the third priority, the adaptation of French agriculture and forests to climate change is an emergency that the multiplication of climate hazards has highlighted. The stimulus plan is allocating 300 million euros.
  • Faced with droughts, farmers need support in the necessary investments, especially in resource management. Another key, crop diversification requires securing points of sale. Therefore, the recovery plan will support the structuring of sectors, through calls for projects from Bpifrance. Finally, the search for more resistant seeds can be supported in the framework of research and development projects.

  • In the face of hail or frost, farmers need support. The recovery plan provides for investment aid to protect against climatic hazards.

  • The forestry-timber sector makes it possible to offset around 20% of French CO2 emissions. A true carbon sink, French forests have been weakened by droughts and bark beetle attacks in certain regions. Therefore, the recovery plan launches a major reforestation plan for French forests. This measure will be accompanied by a timber fund, a strengthening of support mechanisms for the wood and seeds and plants sectors and the development of the HD LIDAR coverage, a tool based on laser technology that will allow mapping the French forest to better manage it and prevent your risks.
These measures dedicated to agriculture, food and forestry, with a budget of 1,200 million euros, are in addition to other measures taken by the Government and from which the agricultural and agri-food sectors will fully benefit, in particular:
  • Measures to relocate industrial production in the territories
  • Strengthening the equity of very small and medium enterprises
  • Building renovation, in particular education and VSE / SMEs
  • Industry decarbonization
  • Strengthening the fisheries and aquaculture sectors for a better resilience and sovereignty of France
  • Investing in the technologies of the future through the IV Future Investment program
  • Help in hiring young people under 26 years of age.
  • Training of young people in strategic and promising sectors
  • Maintain employment and skills through long-term part-time activity and FNE training.
  • Strengthening the skills of workers and transformation of vocational training
